Well I have been coming to Hanoi since 2005, initially to trial Results Based Programme and Project Management and that has eventually lead to being part of a funded project to develop capacity for a large social science institute over the next 2 years, if successful it will hopefully then be rolled out in other goverment departments an even private sector could adopt it.
There are challenges in all cultures… so here is my first question….If people do not want to put dates in the day for a meeting in lets say 4 weeks time because “I don’t know what I will be doing that day”, in otherwords they only plan from week to week at best day to day, how can we adopt our concepts of planning and delivery so they are still effective?
